RESEARCH STUDIES and SURVEYS:                                                  

NCHSE takes up activity of sponsored survey and studies. The surveys of both types - Socio-economic and Natural Resource related, are undertaken. Survey and study assignments for Urban and Rural areas are taken.

STRENGTH:
NCHSE enjoys a substantial staff strength which include all types of persons such as Team Leader, Supervisors and a fleet of investigators. All the persons are highly experienced and perform the tasks with utmost  proficiency and punctuality.

NCHSE survey teams have wide exposure all parts of the country - of several states, and in many cases the remote villages and interiors of jungles have also been covered by them.

The computerisation strength of NCHSE is enormous. The field data collected is thoroughly computer-fed to be used for onward analysis by experts. The softwares are also developed by NCHSE for quick validation of data quality, which helps in the checking and improving the quality of information.

PAST EXPERIENCE:(MAIN POINTS):
Surveys have been conducted in short duration with high precision. Whither these were door to door survey or information collection from Group of persons or even the small units of worksheds/industries/offices etc., the survey team has fetched the data always in shortest time possible and this in the form ready usable and correct.

Surveys done with little time in hand pose maximum challenge, but it is because of right approach to reach the survey object and to extract maximum information through interactive session, the works have been finished in record time. The selection of NCHSE by default by many agencies and departments, or repeat calls are the certificate of merit of NCHSE in this field.

One of the largest surveys conducted recently by NCHSE was under an mega- assignment from DANIDA (Denish Intenational Development Agency) for the Health Infrastructure and Services in State of Madhya Pradesh, where the Data for all 54,000 villages of the State was collected and compiled in just 4 months duration.

The National Centre for Human Settlements and Environment (NCHSE) is registered with the Registrar of Societies under the Madhya Pradesh Registration of the Firms and Societies Act, 1973 on 19th June 1984. NCHSE was established to act as a nodal centre for applied research in global field of human settlements and their interaction with the environment. 

NCHSE operates in Madhya Pradesh through its headquarters at Bhopal and branch offices in Jhabua, Dhar, Ujjain, Hoshangabad, Harda, Barwani and Betul.

Funding organisations which NCHSE has worked with: 
Several International funding organisations have sponsored a large variety of assignments and projects to NCHSE. Some of them funded repeatedly for different projects considering the successful performance of NCHSE. This is our strong presence at the grass root level and understanding of the local problems, that has lead to involve us by these foreign organisations in the projects and programmes in such large numbers.

A project entitled  "The Integrated Watershed Development Programme, in Jhabua", implemented by NCHSE  with funds from the Government of India has bagged UNEP Award also. (click here to see the project details).

Government of India through its Ministries, Departments and organisations have sponsored a large number of projects of various types. Most of these were implemented in Madhya Pradesh in rural and urban areas. Few others were also done in other States.

Thus, NCHSE has been able to fulfill the requirement of quality service and performance at the level of the central government also.

NCHSE has been almost forerunner in the State of Madhya Pradesh, as regards the NGO sector. This has been repeated in the State by few departments that it was NCHSE which was given assignments serially over many years and also serially by several district administration.

The outstanding performance of the field staff, the control and direction of the Experts - as a combination, has maintained the tradition of working for giving guaranteed impact whatever the programme.

 Details of Projects

NCHSE's MISSION

We dedicate ourselves to our mission of participatory sustainable development of the area and its people with special focus on weaker section of the society for a rapid social mobilization and significant economic development.

We draw on our experience and collaborative relationship to address the underlying causes of poverty and social injustice through:

Increasing representation and participation in local  
governance.

Influencing critical policies, programmes and services.

We work towards the ecological restoration and conservation of land and water resources, in conserving the uplands and other eco-fragile, degraded and marginalized zones of the state and to set in place the processes of co-ordinated human effort and governance to achieve this objective by using GIS and other IT tools. 
 

MONITORING AND EVALUATION                                           

NCHSE takes up activity of monitoring and evaluation studies. One one hand this involves surveys, and survey details are provided in the previous paragraph (above). This studies of both types - Socio-economic and Natural Resource related, are undertaken. Similarly, the study assignments for Urban and Rural areas are taken.

STRENGTH:
NCHSE enjoys a substantial staff strength which include all types of persons such as Team Leader, Supervisors and a fleet of investigators. Specially qualified persons are used at the top in the teams, for direction and guidance of the investigators teams, who also give special training and orientation to the juniors. All the persons are highly experienced and perform the tasks with utmost  proficiency and punctuality.

There is strong backup of subject matter analysts and specialists, who, depending on the subject and objects of the study work out strategies for the assignment including formulating questionnaire and parameters for evaluation and monitoring of any given programme.

The computerisation strength of NCHSE is enormous. The field data collected is thoroughly computer-fed to be used for onward analysis by experts. The softwares are also developed by NCHSE for quick validation of data quality, which helps in the checking and improving the quality of information. Further, data analyses including the statistical computations, are performed as per the need of assignments and the results are provided for interpretation and analyses. Experts supplement the exercise by writing reports with high degree of proficiency with their wide experience on the subject they would have dealt with in their jobs or deep knowledge about the subject they possess.

NCHSE has carried out over 60 Research Studies. Many of these got the recognition to the level of review of policy by the Government.

NCHSE has prepared an Urban Perspective Plan for 2021 for Madhya Pradesh. The report is available in 9 Volumes with all details about the perspective development of the State considering the fast growth of urban areas. Similarly, NCHSE also has prepared PURA (Provision of Urban Amenities in Rural Areas) proposals. This work is a part of Vision given by Ex-President of India Dr. Abdul Kalam, which aims at identifying need and recommending the Amenities in Rural Areas surrounding Urban centres which receive high pressure on its infrastructure due to influx of large number of people from Rural Areas for availing the facilities. The Programme has now started being implemented.

 

 

NCHSE has a unique character which distinguishes it from others. It has a very strong presence at Grass Root level.  All its works are always impactful and lasting because of people's involvement right from the beginning of programmes i.e. from the level of Planning of the programme including the activities to be carried out. Thus, NCHSE follows a principle of working "With People, for the People".

Besides this, the more important character is to employ 'Technology'  into its functions. Most of the programmes ensure extensive use of IT and GIS (Geographical Information Systems), which are put to use for Planning and Monitoring of the activities. 

Many special Techniques have been developed by NCHSE to integrate the field inputs with the GIS and even Remote Sensed based information to work out action plans.  One amongst many solutions is 'WATMAN' that is a package of Software and Documentation which helps create an excellent balance between the Technology and Community's Driven approach and ensure Technology to work in tandem with Field Requirement. Above all, these are simple-to-use and cheaper solutions.

IMPLEMENTATION                                                                     

NCHSE takes up the implementation of projects. Implementation projects include the execution of medium to large projects of development in rural areas, say, village or cluster of villages and such programmes may cover integrated development of villages. This involves activities of water conservation, water harvesting, soil conservation, land development, agro-forestry, plantations, grass/fodder development, biogas, bio-fertliser preparation, etc..

The implermentation of other programme such as community organisation, self help group formation, identification of income generating activities, skill development, credit linking of SHGs, creation of revolving fund and other similar activities area also undertaken. 

STRENGTH:
Over the years, NCHSE has done numerous projects of implementation in variety of areas. The experience earned and leadership of highly qualified persons has made NCHSE capable to take up any kind of implementation programme, anywhere. There are social scientists and workers with NCHSE who may take up complete task of mobilisation in villages and large scale participation of villagers in programmes. Such capability make it easy for NCHSE to enter into any new area, establish the activity and successfully complete the programme. Further, NCHSE makes it a point to handover the projects to local villagers after sufficient capacity building in them to undertake the responsibility of post project management of programme activities. 

On the technical side, NCHSE enjoys a substantial staff strength of qualified engineers/diploma holders who easily accomplish the task of construction works which may include Dams, roads, buildings, etc.  

All the persons are highly experienced and perform the tasks with utmost  proficiency and punctuality.

There is strong backup of subject matter analysts and specialists, who, depending on the subject and objects of the assignment involve and help the programme monitoring and control. The experts supplement the exercise by involving with high degree of proficiency with their wide experience on the subject they would have dealt with in their jobs or deep knowledge about the subject they possess. There are experts of Forestry, Water Resources, Social interventions, etc on the panel of NCHSE.

PAST EXPERIENCE: (MAIN POINTS):
All kinds of programme are undertaken. Since the Watershed programmes, which are the ones mostly undertaken by NCHSE for past few years and which have focus on over all development of the villages, NCHSE has gained capacity to take up all types of implementation activities.
For instance, the watershed programmes, on one hand,  cover  the aspect of community mobilisation, people's participation, SHG activities, strengthening of local institutions, thus a high degree of stress on social component of implementation, NCHSE has gained good competence to handle this part of the projects. The other component of watershed programme relates with natural resources development in villages and the activities of construction of structures. Technical capacity thus, is also built in the organisation to handle such tasks.

Many of five years programmes, which involve 4 years of working by an NGO and 5th year for the withdrawal and handing over to village community, NCHSE has completed almost all programmes successfully and received  maximum appreciation from the sponsors.

Implementation of programmes relating to a large variety of subjects ranging from Forest to Agriculture, Livelihood to Health, water conservation to soil conservation and land development, etc. has been managed by NCHSE.

IT GIS(Geographic Information System) activities:                            

NCHSE takes up activity of IT applications and GIS Development. 

As regards the IT applications, the main set of works include the Software Development for Data Analysis and Data Processing, where as the Data Base preparation type of works are also taken. Most of these relate to certain studies where the primary and secondary data are analysed as per the requirement.

Software Development works and MIS preparation works are undertaken. These are special purpose MIS which aim at the generation of results from the point of view of planning and selection of areas for a particular project activity to start, for monitoring of progress of projects, etc. and all aim at supporting the decision making at the top level of programme management.

NCHSE specialises in the arena of ICT (Information Communication Technology) sector where it has established itself as the sole powerful NGO in the state to enable Village Networking based on ICT links. Three prestegious projects on ICT village networking are being handled by NCHSE. The biggest advantage with NCHSE is its vast experience on community oriented activities, which is what makes  NCHSE different from any other 'just technical' agency. 

The third area of activity is GIS (Geographic Information System) which is quite an upcoming field in the IT industry. NCHSE has not been involved in the GIS applications activities since the past over 10 years, but it has also established itself as the forerunner in the State of Madhya Pradesh in this sector. The tally of work done by NCHSE include some of the biggest GIS assignments of the country. 

STRENGTH:
NCHSE offers GIS development services, GIS processing and Remote Sensing interpretation services and also GIS Training services. The specialty of NCHSE is that the GIS development is not limited to Digital Mapping, but also offered are special customised software packaging the Maps and Database, to make the GIS directly usable for the end user.  

NCHSE's key stress has been on simplification of Technology and that is another special characteristic of NCHSE's GIS Works. All along NCHSE has worked and done lot of R&D to evolve simplest, economic solutions of GIS type of complex systems. Not all can afford the GIS technologies because of the high costing. NGOs and small organisations or even government departments and organisations with small budgets, just do not think of the GIS solution just for this reason many times. Others do not consider it as a technology for them at all because it appears to be highly highly technical and complex. NCHSE has succeeded in finding solution to both these problems and has ensured economic and simplified GIS applications for all kinds of end-users.

NCHSE not only works on development of IT and GIS solutions but also lays special emphasis on popularising the technological applications for field works. NCHSE conducts workshops and awareness programmes for the government and NGOs to explain the use of the high end technologies such as GIS solutions for day to day works.

As regards the resources, NCHSE has its own GIS Centre at Bhopal at it office. This is a fully equipped GIS centre with where the following activities are carried out:

GIS BASED ANALYSIS LEADING TO PLANNING, MONITORING, etc.

All necessary equipment and powerful computers along with special GIS software and qualified Human Resource are available in NCHSE GIS APPLICATION centre. Besides, what NCHSE possesses is the unique experience of GIS applications to field activities, and a non-commercial service like approach.

PAST EXPERIENCE:(MAIN POINTS):
NCHSE has handled many prestigious projects of GIS Applications. The foremost assignment was received from Department of Electronics (Ministry of IT), Govt. of India, New Delhi, on GIS Preparation for Jhabua Block of MP, with special emphasis on Watershed. This was the project with unique objective of evolving a GIS based methodology for Watershed Planning and it combined the people's and field inputs with Remote sensing and other published maps using GIS packages. The project was successfully completed with production of WATMAN package. 

Many projects were then undertaken by NCHSE for NGOs and govt. departments including district authorities on account of Watershed Development planning and integrated village development activities using GIS.

Another mega-assignment done by NCHSE was for DANIDA (Denish International Development Agency) on GIS based MIS for Health Infrastructure and Services in State of Madhya Pradesh, where the Maps and Data for all 54,000 villages of the State were digitised and produced in the form of easy to use GIS package. The assignment was completed in just 7 months duration. The installations of GIS package were done at 313 Block Medical Offices, all the staff and officers were provided training to use GIS and thus the project was also commissioned by it.

GIS based MIS for village level planning was developed for UNICEF. This package assists in monitoring of village level activities based on several indicators. 

Assignments from Karlinska University, Sweden, for TB Control Measures in State,  from MPRLP Project for village selection for DFID assisted programme, Aids Control Society etc. were also done.

Another assignment being handled by NCHSE is for all State education infrastructure planning and monitoring which covers plotting of schools and other type of centres and data management related to these.

NCHSE continues to be a dependable organisation in this field.

CONSUMER RIGHTS AND GRIVANCES REDRESSAL          

NCHSE is involved in the the service to the people from the aspect of the consumer rights awareness, grievances redressal counselling and guidance. This activity was though started on voluntary basis, later it got established through a formal centre DCIC (District Consumer Information Centre) that is sponsored by Ministry of Food and Consumer Affairs. 

The activity is most needed in the country, but the NGOs have not been able to contribute significantly. NCHSE has constantly pursued the activity through organised efforts involving voluntary workers, many departments and organisations working on Food and drug adulteration, consumer courts/fora etc. 

STRENGTH:
There is a great deal of exploitation of consumers by unscrupulous traders and service providers. The main reasons for this exploitation are lack of knowledge on the part of consumers and the absence of an organisation to protect their interests. As a part of its effort to promote citizens' entitlements, the National Centre for Human Settlements and Environment has established a “Citizen's Entitlement Division”, with focus on consumer protection. In addition to this a District Consumer Information Centre (DCIC) was sanctioned by the Government of India Ministry of Consumer Affairs Food and Public Distribution, Department of Consumer Affairs, New Delhi for a total amount of Rs.5.00 lakhs in July 2001 in a building owned by NCHSE in its campus, at Girish Kunj, Bhopal. 

The Centre regularly organises training programmes, information dissemination camps, seminars and workshops and supports these activities through distribution of leaflets, folders, newsletters, etc. There is also a counseling service available in the Centre. On an average the Citizen's Entitlement Division deals with about five complaints a day. Apart from giving advice to the complainants the Centre also acts a representative of the consumers in the consumers courts in selected cases.

PAST EXPERIENCE: (MAIN POINTS):
The Centre has tried to carry the message of citizen's entitlements to institutions such as schools and colleges and it has also set up a network of consumer organisations functioning in Madhya Pradesh. The centre has carried out six awareness camps in the various slums of Bhopal since its establishment.  Five Awareness Camps have also been carried out in the rural villages of Bhopal District. Training programmes and lectures have been arranged for various strata of Consumer Audience. With the inspiration, guidance and assistance of NCHSE the Barkatullah University authorities are in the process of establishing a Student Consumer Information Centre for the benefit of staff, students and residents of near by areas of the University. There is a close linkage with apex organisations such as CERC, CCC, CGSI, CUTS, Common Cause, etc. The Centre has also been active in assisting institutions such as Banks, LIC, etc. in preparing their respective 'citizen's charters'. The Centre actively participates, in national and state level campaigns for furthering the cause of consumer protection.

TRAINING activities:                                                                                       

STRENGTH and PAST EXPERIENCE:(MAIN POINTS):

There are 4 Well equipped training centres of NCHSE, located in three districts :-

1.         Distt. Jhabua -           Nirmiti Kendra, Mojipada, Jhabua

2.         Distt. Jhabua -             Rural Training Centre (RTC), Barkheda, Near              
                                               Kalyanpura,. & Distt. Jhabua

3.         Distt. Hoshangabad-  Rural Training Centre(RTC), Kesla, Tehsil Itarsi, Distt.                                                Hoshangabad.

4.         Distt. Bhopal               E-5/A Girish Kunj, Arera Colony Bhopal

Gramin Nirmiti Kendra is a production centre of low cost building material where following items produce : Cement Solid Bricks, Paving cell, ventilation, Smokeless chulha, Stop dam gates, Kavelu, Road side display board etc. In this centre we have all related machine & blocks. We provide mason training also at this centre.

RTC Barkheda, & RTC Kesla are NCHSEs rural training centre where from trainings with demonstration, lodging & boarding for rural persons are provided. Some training units are regularly run by both centres like : Low cost Building Material production unit, Handloom Unit, Carpentry Unit, Iron Fabrication Unit, Handicraft Common Facility Centre etc., we have also for demonstration of Poultry, Nursery, NADEP, Vermi-compost, Bio-Gas, Low cost latrine in the training centre premises itself. We have adjoining areas for field visit of trainees. We can show all rural development activities in this area some examples are : Afforestation work, Silvi-pasture work, Soil Conservation work, Water Harvesting Structures, Horticulture & Vegetable growing with the use of bio-fertilizers, Nursery raising, SHGs and theirs various Income Generating Activities.      

Distt. Bhopal Centre is well equipped and well furnished centre where we provide knowledge based delivery of lectures in different issues/topics for NGOs & various government deptts. We have a GIS cell in computer division of the head office where we provide GIS application training for students, NGOs, and various government departments as per their field need. We have a high-tech studio for video-conferencing supported by ISRO with V-SAT etc.

GIS and WATERSHED MANAGEMENT training programmes are the main programmes conducted by NCHSE.

NCHSE is registered under FCRA and allotted a permanent No.63160035 dated 15th September 1992 by the Ministry of Home Affairs (FCRA Division), Government of India, New Delhi.

The Centre is also registered with the Income Tax Department as a Trust/Society under Section 12 A (a). The Centre has been exempted under Section 80-G regarding donations made to the Centre. The permanent Account Number (PAN) of NCHSE is AAATN2922N.
