Glimpses of the Allotment of Surplus land under Land Reforms Programme in Baster, Raipur,Durg,Bilaspur and Rajgarh District of Chhattisgarh.

This study of the implementation of land reforms and the allotment of surplus land has confirmed the general impression that whereas the position in M. P. is better than in many other States, it could have been even better if the law had been properly implemented. Nevertheless the fact remains that whereas the disposal of cases in revenue courts is reasonable in terms of the time taken for disposal, the intervention of civil courts has resulted in anything between 25 per cent and 33 percent of the surplus land remaining under litigation and not being available for allotment. Government would have to pursue these cases in the civil courts with greater vigour so that stay orders and injunctions issued in this behalf can be vacated.

Major Findings:
One of the drawbacks of the allotments made is that a beneficiary family gets only about 1.43 acres of land, which is just a little over half a hectare. The land in question tends to be marginal in productivity, undeveloped and bereft of irrigation. The holding thus created is not viable and, psychological satisfaction apart, the distribution of surplus land has not really made a dent in rural poverty. However, the social status of the beneficiaries has improved on becoming land owners. To make the programme more effective it would be necessary to provide adequate investment for the development of the land to a degree whereby the holdings could become productive and enable the allottees to earn a reasonable living. In particular access to irrigation must be substantially increased so that even a relatively small holding can come under a double crop and thus bring about a significant improvement in the economic status of the allottee.

The most beneficial fallout of the land reforms programme is that in M. P. rural unrest is at a must lower level than in States such as Bihar and, by and large, there is confidence that the landless and the marginal farmers will not be neglected. This is encouraging and is indicative of the generally sympathetic attitude of government towards the rural poor.

 

 

 


Study of Drought Prone Area Programme in Dhar District.

Rural works programme was renamed as `Drought Prone Area Programme' and was aimed to improve the conditions of the area where environmental and ecological conditions had badly deteriorated. In Madhya Pradesh six districts - Betul, Khargone, Jhabua, Dhar, Sidhi and Shahdol, have been included in the D. P. A. Programme. Study conducted in Dhar district raise certain issues like-

The crux of the problem is, the forests, and the plantation which are mainly responsible to maintain the `Environmental and Ecological' equilibrium have been devastated beyond control.

The guidelines and instructions issued from time to time are not followed properly. Timely preparation of annual plan, its approval and implementation has not been streamlined. Monitoring of programme was not proper with the result that funds available were not utilised every year.

Maintenance of works has not been attended properly even in some cases where provision of funds has been made. The wages paid by different departments for the same type of work in any area were different because they are paid from different budget `Heads'. This has created dissatisfaction amongst the villagers.

Most of staff working in D.P.A.P. area are not well aware of the D.P.A.P. area are not well aware of the D.P.A. Programme.

Afforestation and plantation work which is the main programme to restore the Environmental and Ecological balance has not been properly implemented.

 

 

 

 


Evaluation Survey of the Implementation and Impact of Programmes for Alleviation of Urban Poverty in Selected Towns of Madhya Pradesh.

The influx from rural areas of people in search of occupation has created many slum and Urban problems of a different nature. In the context of Madhya Pradesh, a study in selected towns of Bhopal, Ujjain and Dewas raise some of the interesting features of 253 household in 12 slums.

Socio-Economic Profile:

  1. A large proportion of the sample households belonged to nuclear type of families, thus establishing the recent formation of separate household status.
  2. The Scheduled Caste representation amongst the sample beneficiaries was significant, however, the scheduled tribes were sparely covered.
  3. Nearly three out of every five beneficiaries were allotted house-site pattas by the State Government.
  4. The average size of the allotted pattas was found to be 15 x 30 ft.
  5. The literacy ratio amongst the sample population was placed at 47 per cent which is slightly less than Madhya Pradesh urban literacy figure of 54 per cent during 1981.
  6. A large majority of the respondent households enjoyed the facility of subsidised ration under the Public Distribution System.
  7. In migration in the selected slums of Ujjain, an old commercial centre, was found to be insignificant. While in Dewas, an emerging new industrial town, the immigrants are relatively from near by areas. Whereas in Bhopal, the state capital, the slum residents have migrated from far off places.
  8. More than 45 per cent of the beneficiaries were unskilled labourers. Another 15 per cent were engaged in small and petty business, and some 12 per cent were employed under traditional services.
  9. The average monthly earnings of the successful cases have increased by 40 per cent in Bhopal, 23 per cent in Ujjain and 30 per cent in Dewas. In comparison, the average monthly earnings of those beneficiaries, who failed in the identified/ assisted schemes but otherwise run their livelihood through other activities, increased by 23 per cent in Bhopal, 67 per cent in Ujjain and 54 per cent in Dewas.
