Honourable President of India, Dr.APJ Kalam, has given the basic concept of VILLAGE RESOURCE CENTRES. The programme has been taken up by  Indian Space Research Organisation (ISRO), Department of Space, Government of India.

Also,  Department  of Information Technology, Government of India, has taken up the task of establishing
IT Information Kiosks at village level. These would be called as Common Service Centres. About a lac such centres would be established across the country.

The Government of Madhya Pradesh in its very first IT Policy has made a specific mention of setting up IT Kiosks for enabling the social sector services.

National Centre for Human Settlements and Environment (NCHSE) has all the way been associated with such programmes, directly or indirectly, in capacity of Task force member for IT Policy for MP, handling assignments of establishing the Deptt. of IT's Samadhan Kendra, working as Local Service Provider for the Canadian Government supported project of BSNL - Gyan Sanchar, etc.

Now NCHSE with ISRO has taken up the venture to establish the Village Resource Centres (VRC) in Madhya Pradesh.
